(Access control lists ) then trust me squid acl are just amazing.
It Squid does all filtering based on url, source address and destination address, you will be amazed by time based filtering too.
Working with SME's not all may afford the Cisco routers to do the equivalent, thanks to open source squid and Linux. You only need a simple box have squid and then get a powerful web proxy
